All can be subject to extremes of weather and the danger of a lee-shore. Selecting Anchoring Site At some ports there are designated anchorages; these are shown on large-scale charts. Where anchorages are not designated the Master must select an anchoring position taking into account the following:   Ample swinging room must be left from charted dangers and other anchored vessels. Good holding ground must be sought whenever possible. Recommendations may be found in Admiralty Sailing Directions and commercially available port guides. An adequate amount of cable, based on a published well-tried formula and the Masters experience of the vessel, is to be veered. After an investigation into this incident, The Geraldton Port Authority will be implementing the following processes with respect to the use of the weighbridge for loading on Berth 6.  Trucks requiring the use of the weighbridge will enter the site via the main security gate.  Trucks are to be weighed, and then proceed to Berth 6 for unloading. If we keep pots outs of the shipping channels we all win - fishermen wont lose their pots and the safety of vessels will not be put at risk. Captain North praised the vast majority of fishermen who were mindful of ensuring their pots, ropes and floats did not stray into the shipping channel. Reports of trucks and light vehicles racing to gain an advantage to exit the roundabout are completely unacceptable. What Resulted: GPA has been made aware in recent weeks of only Near Hit incidents. Action must be taken before an accident occurs in this area. Prevention: To ensure the Port is made aware of all incidents, GPA stakeholders have a duty of care responsibility to report all incidents no matter how trivial. Captain Holmes has trained over the past 18months, undertaking over 200 ship movements in order to gain his unrestricted licence. This number of movements allows the trainee to gain exposure to the varied sea and weather conditions experienced at Geraldton, as well as the different characteristics of many vessel types. His achievement provides the Port with a third fully qualified pilot to help meet the growing demands for shipping in and out of Geraldton. GPA Chief Executive Officer Peter Klein said the need for a third pilot had been identified through the Ports strategic planning. Marine pilots are very specialised and not easy to come by, Mr Klein said. The Port has typically employed pilots with previous experience in other ports and trained them to achieve the unrestricted grading for Geraldton but this is the first time we have employed a trainee directly from sea with no previous piloting experience. The Port made the commitment to train our own to meet our identified requirements and Michaels success has demonstrated the value of this strategy. Captain Holmes said he had enjoyed excellent support from his primary trainer, Captain Bruce White as well as the current Acting Harbour Master, Captain David Murgatroyd. In terms of my maritime career, this is the pinnacle. It now opens up a career pathway as a Harbour Master in the future. For Mr Underwood, the position is a chance to keep his feet on the ground while contributing to the success of the growing Geraldton Port, having spent the past six years as the resident manager for Consolidated Minerals sites in the Pilbara, on a fly in-fly out basis out of Geraldton. Mr Underwood brings an extensive knowledge of the mining industry, with a solid background in maintenance. There are many similarities between my roles at the mine site, particularly on the processing side, and that of Operations Manager here at the Port, he said. Storage, transport, maintenance, environmental policies, occupational health and safety and all the logistics that go along with these issues are my strengths and very much make up my role here. Im currently becoming familiar with all facets of the Ports operations, understanding the links with contractors and working on understanding the needs of the Port users from the Fishing Boat Harbour to our mining and agricultural clients. Im looking forward to being involved with the expansion of the Port and the opportunity to contribute to a new port at Oakajee in the future. The GPA recorded its highest quarterly shipment figures from the Port in the December 2006 quarter. 1,675,181 tonnes of ore, grain and mineral sands left our Port bound for markets throughout the world. GPA working for Oakajee The Geraldton Port Authority is actively involved in the project team working on issues associated with a proposed deep water port at Oakajee. Commercial Manager Berndt R Olesen is a member of the project team and says considerable progress is being made. The team is working with industry on infrastructure issues concerning port, rail and an industrial estate at Oakajee, he said. Port committed to rail study The GPA is supporting a study commissioned by the Geraldton Iron Ore Alliance into the rail unloading system at the port. The study is assessing the capacity of the current system and determining what upgrades or improvements will be necessary to ensure it can reliably handle up to 15 million tonnes of iron exports per annum. The GPA supports the use of rail for future iron ore transfers to the port to minimise congestion and improve road safety for the community, Mr Klein said. This study will help us and the Alliance to make the appropriate preparations and investments for the future. Consequently, we are supporting it as much as possible by giving the consultants access to the port, our plans and operational specifications for the existing systems as well as providing information on the feasibility of future capital works. Gindalbie propose construction of a hematite storage facility, on a site previously used for talc storage near berth 5, during 2007. The MOU also allows for the future development of berth 7 including a slurry pipeline, dewatering facility, storage sheds, new berth and shiploader. GPA Chief Executive Officer Peter Klein said, an excellent working relationship had been created between the GPA and Gindalbie. Its early days but the MOU provides the basis from which both the GPA and Gindalbie can look forward for future development, he said. Patrick contract extends to berth 6 The GPA has extended the contract of terminal operator and stevedores, Patrick, from their current operations at berth 4 to include the operation of the mobile shiploader on berth 6. Mr Klein said, the new contract would allow for greater efficiencies within the Port. Patrick have done an excellent job with the operations at berth 4 and we look forward to this being extended at berth 6, he said. With Patrick controlling operations at berth 4 and 6, it allows for synergies and greater efficiency within loading operations. For example, should berth 4 be fully occupied, some overflow cargoes such as mineral sands can flow on to berth 6. Summary of Significant Accounting Policies (continued) Collectability of trade debtors is reviewed on an ongoing basis. A provision for doubtful debts is raised following a review of all outstanding amounts at reporting date. Bad debts are written off in the period in which they were identified. (j) Payables These amounts represent liabilities for goods and services provided prior to the end of the financial year and which remained unpaid as at that date. These amounts are unsecured and are usually paid within 30 days of recognition. (k) Interest Bearing Liabilities All borrowings are initially recognised at the fair value of the consideration received less directly attributable transaction costs. After initial recognition, interest-bearing borrowings are subsequently measured at amortised cost using the effective interest method. Gains and losses are recognised in the income statement when the liabilities are derecognised, as well as through the amortisation process. Borrowing costs are expensed as incurred unless they relate to qualifying assets. Finance lease liabilities are recognised at the present value of the minimum lease payments. The interest expense is recognised in the income statement when the minimum lease payments are made. (l) Maintenance and Repairs Maintenance, repair costs and minor renewals are charged as expenses as incurred. (m) Goods & Services Tax Revenues, expenses and assets are recognised net of the amount of goods and services tax except where the amount of GST incurred is not recoverable from the taxation authority. In these circumstances, the GST is recognised as part of the cost of acquisition of the asset or as part of the expense item as applicable. Receivables and payables are stated inclusive of GST. The NBSP is undertaken in conjunction with the City of Geraldton and the Departments of Environment and Planning and Infrastructure, transporting sand that builds up to the south of the Port to the beach north of the Batavia Coast Marina. Trucks will now follow John Willcock link to North West Coast Highway and Phelps Street rather than heading straight through Chapman Road. Mr Klein said the Port agreed to the new route, despite additional transport costs, because it produced a better outcome for the community. Michael achieves first pilots license Captain Michael Holmes has been awarded his marine pilots licence after commencing training at the Geraldton Port in November 2005. It is the pilot that boards vessels entering Geraldton to safely guide the vessel through the channel and harbour. This licence entitles Capt Holmes to pilot vessels up to 170m long. He will now continue training over the next six months to work his way up to piloting 225m vessels, the largest that visit the Geraldton Port. This builds on approximately 15 years sea going experience, Capt Holmes said. Prior to coming to Geraldton I was serving on board the LNG carriers between Dampier and Japan. Ive been training under the two experienced pilots at the Port while being assessed from a visiting check pilot. I look forward to my ongoing professional development with the Port. Geraldton Port Authority Chief Executive Officer Peter Klein said training Capt Holmes was part of the Ports forward planning. With the growing demands on the Port, there was an identified need for a third pilot, Mr Klein said. Training our own was deemed the best way forward and we congratulate Michael on his performance. Throughout 2005/06, the GPA welcomed the return of the Blessing of Fleet Ceremony to the Fishing Boat Harbour (FBH) as well as working with local secondary students to create a massive mural on fences around waste oil bins at the FBH. The GPA also maintained its commitment to the City of Geraldton to bypass sand from the south of the Port to beaches north of the marina, relocating some 12,500 cubic metres of sand. The strong commitment to the environment continued this year with the GPA undertaking two important seagrass research projects. Research has shown excellent recovery in seagrasses affected by the dredging at the Port during the enhancement project. Read the whole story for yourself. Port welcomes Capt Murgatroyds return The GPA has welcomed the return of Captain David Murgatroyd as a Marine Pilot at the Port. Captain Murgatroyd worked with the GPA as a Harbour Master from 19992005 before heading to Melbourne to work with a private piloting service. He said after the capital city experience, he was keen to return to the Geraldton lifestyle. The opportunity here in Geraldton came up at just the right time, he said. I really needed the sea change after working in Melbourne and Im really enjoying it. Im looking forward to what comes next as theres always plenty of projects and activity at the Geraldton Port. You can certainly be much more involved here than I found working in Melbourne. Captain Murgatroyds appointment brings to four the number of pilots now employed at the Port. The growth has become necessary to smoothly handle the increased shipping movements through Geraldton and the further increases expected in the near future. The report Post-dredging Recovery of Seagrass in the Geraldton Region was based on field surveys and remote sensing undertaken in February 2006. 27 sites in Geraldton as well as Greenough, Port Denison and Jurien were tested. The same tests were carried out on these sites in February 2005 so comparisons can now be made on seagrass recovery. Geraldton Port Authority Environmental Officer Michael Mulligan said the results were consistent with the predictions made prior to the PEP. The report shows that seagrass directly affected by the dredging process is now as healthy as any of the seagrass in our reference sites along the coast, Mr Mulligan said. This health is evidenced by factors like the number of leaves and the density and height of new shoots on the seagrass. The report also shows a steady increase in the overall coverage of seagrass on the ocean floor. The 2005 data showed that the coverage of seagrasses was at about 60% of what it had been prior to dredging. That figure is now up to 77% and we expect that to continue to increase. Mr Mulligan said the same sites would be tested in February 2007 as part of the GPAs ongoing commitment to seagrass research. In addition to this research, the GPA has committed a further 270,000 to research seagrass in Jurien Bay in conjunction with the Strategic Research Fund for the Marine Environment and Edith Cowan University, he said.
